In the reference period covered by the previous EUAA COI Report Sudan – Security Situation (February 2025), clashes between RSF and SAF broke out in Kassala city in April 2023.1231 While Kassala state remained relatively peaceful overall, it saw a proliferation of SAF-aligned militias, among them locally recruited groups as well as groups deployed there from western Sudan,1232 as the SAF established training camps for fighters from armed groups of the Darfur Joint Forces.1233
