In October 2025, SNHR recorded no civilian fatalities of extrajudicial killings in Raqqa governorate attributed to the controlling forces or other parties to conflict.911 In November 2025, the SNHR recorded one civilian fatality (attributed to ‘other parties’),912 followed by three in December (all attributed to the SDF).913 During the first quarter of 2026, the SNHR recorded 38 civilian fatalities in Raqqa governorate914 (26 in January, 9 in February and 3 in March),915 of which 23 were attributed to the SDF916 (all in January 2026) 917 and 15 to other parties. This represented the third highest number of civilian fatalities recorded nationwide during that period.918 In April, SNHR recorded seven civilian fatalities in Raqqa and one in May, all of whom were attributed to ‘other parties’.919 An analysis of the period since the fall of Bashar al-Assad indicates that the number of civilian fatalities fluctuated on a monthly basis, ranging between 0 and 16, except for the 26 fatalities recorded in January 2026.920
