Idlib governorate consists of five districts: Al Ma’ra, Ariha, Harim, Jisr al‑Shughur, and Idlib. These districts are further divided into a total of 26 sub‑districts.521 Estimates of Idlib’s population range from 2.66 million522 to 3.19 million. According to UNOCHA, the governorate hosts a large share of the country’s displaced people.523 The capital of Idlib governorate is the city of Idlib,524 with approximately 255 000 inhabitants.525
