Homs governorate is divided into six administrative districts, namely Homs, Al Makhrim, Al-Qusayr, Ar-Rastan, Tadmor (Palmyra) and Tall Kalakh, which are further divided into a total of 23 sub-districts.745 Its capital is the city of Homs.746 As of April 2026, IOM estimated the governorate’s population at 1 582 630, including residents, IDPs, and returnees from abroad.747
