SNHR recorded 6 civilian fatalities in Idlib governorate in October 2025, 10 in November and five in December, 12 in January 2026, 6 in February, 7 in March, 8 in April and 13 in May 2026.566 Between October 2025 and 31 May 2026, most recorded civilian fatalities in the governorate were attributed to actors that SNHR could not identify, except for three civilians killed by remnants of the Assad regime in November 2025 and February 2026.567 An analysis of the period since the fall of Bashar Al-Assad shows a high peak in December 2024 with 85 civilian fatalities,568 followed by around 20 per month between January and April 2025 and between 4 and 13 in the remaining months of 2025.569
