In October 2025, the SNHR recorded 4 civilian fatalities in Rural Damascus governorate, 11 in November, 16 in December (the highest number of all governorates recorded in that month), 3 in January 2026, 2 in February, 2 in March, 4 in April, and 2 in May 2026.1096 Between 1 October 2025 and 31 May 2026, most recorded civilian fatalities in the governorate were attributed to actors that SNHR could not identify, apart from around 14 civilians killed by Israeli forces in December 2025, 3 civilians killed by remnants of the Assad regime in January, and 1 civilian killed by ISIL in May 2026.1097 An analysis of the period since the fall of Bashar Al-Assad shows that Rural Damascus was among the governorates with a low monthly civilian death toll (about 0-4), with highs (about 10-16) in March, May, June, November, and December 2025.1098
