In October 2025, SNHR recorded 10 civilian fatalities in Homs governorate, 12 in November, 8 in December 2025, 16 in January 2026, 13 in February, 10 in March, 15 in April and 6 as of 31 May 2026.779 Between October 2025 and 10 May 2026, most of the civilian fatalities recorded in the governorate were killed by parties SNHR was unable to identify,780 except for one civilian killed by Syrian government forces781 in March 2026. Moreover, of the 15 civilian fatalities recorded in April 2026, an unknown number was killed by Syrian government forces and remnants of the government of Bashar Al-Assad.782
An analysis of the period since the fall of the previous government suggests a decline of the civilian toll in the governorate between March and December 2025, before slightly increasing again in early 2026.783
