350 schools in rural Idlib, which were destroyed during the nearly 14-year civil war, were reportedly out of service, with only 10 % having undergone rehabilitation.571 According to MSF, health infrastructure in Idlib remained damaged and there was still a shortage of functioning facilities.572 The extensive contamination with explosive ordnance continued to restrict freedom of movement and safe access to farmland.573 During the period between the fall of Bashar Al-Assad and April 2026, SNHR documented 61 people killed by landmine explosions in Idlib governorate. Additionally, three people were documented to have been killed by remnants of cluster munitions.574 SNHR reported several war remnant and landmine incidents resulting in fatalities and injuries in April and May 2026.575
