In October 2025, the SNHR recorded 1 civilian fatalities in Latakia governorate, 2 in November, 2 in December, none in January 2026, 3 in February, 2 in March, 2 in April and 1 in May 2026.687 Between October 2025 and May 2026, all recorded civilian fatalities in the governorate were attributed to actors that SNHR could not identify.688 An analysis of the period since the fall of Bashar Al-Assad indicates that the number of monthly civilian fatalities remained between 6 and 20 from December 2024 to February 2025, followed by a peak in March 2025 with 561 civilian fatalities. Between April and June 2025, the numbers of civilian fatalities varied between 9 and 24. In the remaining months of 2025, the number of fatalities was at or below 5.689
