The Levies and Khasadars were formerly238 tribal paramilitary forces that existed in the former Federally Administered Tribal Areas (FATA).239 Following the merger of these areas with KP province in 2018, over 26 000 former Khasadar and Levies were incorporated into the KP provincial police. However, they are inadequately equipped240 and have struggled to operate within a modern legal framework based on standardised procedures due to their lack of formal training and education.241 For further information, see section 3.1.6.
