If the criterion of ‘safety’ is satisfied, as a next step, it has to be established whether an applicant can safely and legally travel and gain admittance to the suggested IPA location.

Safely travel
Pakistan has international airports in several cities, including Islamabad, Lahore and Karachi, all of which provide domestic and international connections.
Islamabad International Airport, Allama Iqbal International Airport in Lahore, and Jinnah International Airport in Karachi all allow generally safe access to their respective cities, with no significant security incidents reported at or near the airports. Islamabad and Karachi are also connected to other parts of the country by road and rail, while Lahore has strong rail links to other major urban centres.
Among the three, Karachi’s Jinnah International Airport handles the highest volume of air traffic, while Lahore’s airport is the second busiest. Although there were some reports of robberies on the highway between Karachi and Lahore and attacks on passenger trains in Sindh, the limited number of such incidents indicates that Karachi remains generally accessible by land.

Legally travel
There are no administrative restrictions preventing Pakistani citizens from travelling within Pakistan, including from and to Islamabad, Lahore and Karachi.

Gain admittance
There are no legal or administrative restrictions or requirements for Pakistani citizens to be admitted in any part of the country, including to Islamabad, Lahore and Karachi.
