The common analysis regarding the level of indiscriminate violence combines quantitative and qualitative elements in a holistic and inclusive assessment which cannot exclusively depend on a minimum number of civilian casualties and deaths in the country of origin.

The COI used as a basis for this assessment cannot be considered a complete representation of the extent of indiscriminate violence and its impact on the life of civilians. Underreporting issues, especially pertinent to the quantitative indicators, should be taken into account.
Data are primarily based on ACLED reporting from 1 November 2024 to 3 July 2026. Relevant reporting from other sources, including CRSS, PICSS and PIPS, is also noted. Please note that different sources use different methodologies for the recording of incidents, therefore some discrepancies on data are to be expected.
