It is estimated that at least 60 % of the Syrian refugees who returned in 2025 (around 1.4 million) and are projected to return in 2026 (between 1 million – 1.6 million) will require humanitarian assistance.950 UNHCR supports voluntary returnees to Syria with one-time cash grants for vulnerable households (approx. USD 600 per household), transportation assistance, legal counselling for documentation, and rehabilitation of damaged shelters. Support also includes protection services, mental health support, and relief items through community centres.951 By November 2025, UNHCR had provided USD 600 cash grants to over 115 000 refugee returnees, as well as shelter grants ranging from USD 1 300 to 3 500 to 6 194 vulnerable individuals including refugee returnees.952 UNHCR plans to provide direct assistance to around 600 000 returnees in 2026, focusing on vulnerable refugees in host countries and returnees identified as vulnerable upon arrival in Syria.953
