Structure and use of the report

The report is divided into three parts. The first chapter presents an overview of Sudan's political context and state structure. This section should be read in conjunction with the Section 1.1.3 (b) on armed groups in Sudan of the EUAA Sudan report – Country Focus (April 2024) and Section 1.2.1 of the EUAA Sudan: Security Situation report (February 2025). It provides information on the rule of law and administration of justice, the judiciary and the country’s human rights situation.

The second chapter focuses on the treatment of specific groups of population and profiles affected by the current conflict, reflecting the situation during the reference period. More specifically, the report addresses the situation of perceived political opponents, conscripts and draft evaders, journalists and other media personnel, humanitarian and health personnel, ethnic groups, women and girls, children and LGBTIQ+ persons. While most of the information addresses and reflects the ongoing context affected by the conflict, the section on LGBTIQ+ draws primarily on pre-existing legal and societal framework rather than conflict-specific developments, given the scarce information available on the conflict’s direct impact on this group. Chapter two should be read in conjunction with the Section 1.3. Human rights situation in the country.

The third chapter outlines the socio-economic situation in Khartoum.
