1.2.1. Rule of law

The 2025 World Justice Rule of Law Index ranked Sudan 137th out of 143 countries assessed and identified it as the second most declined country globally compared with 2024, reflecting a significant deterioration in the rule of law indicators.76 A ‘culture of impunity’ and lack of accountability for ‘atrocious crimes’ appear to be a long-standing pattern, as documented over time by international bodies such as the African Union (AU), the United Nations (UN) and the International Criminal Court (ICC), which can be considered the result of the inability of the state to uphold the rule of law.77
