Security situation

General description of the security situation in Nigeria

  • Recent security overview: brief analytical overview of relevant political developments; long-standing security challenges and major conflicts (Boko Haram conflict; criminal violence and banditry; intercommunal/ethnic clashes; farmers and herders; criminal gang and oil-related violence; unrest in the former Biafra state, violent protests; cult-related violence; election-related violence); impact of economic situation on security; main security trends, including data.

  • Main actors:

    • State armed actors: main actors (including state forces and self-defence/vigilante groups); current capacity and structure; modus operandi; their ability to secure law and order against the various security issues taking place in the country; reported cases of violations committed by them.

    • Non-state armed actors: (Boko Haram - ISWAP, JAS - IPOB, Lakurawa, farmers-herders, cults/confraternities, bandits/criminal gangs). Current capacity and structure; modus operandi; areas of operation and reach, control territory; goals and strategies; reported cases of violations committed by them.

Description of security situation per state and FCT

Each 36 state plus the FCT will include information on population number and ethnic composition; information on major security events and main actors (with cross-link to above section), type of violence (such as IED and airstrikes, targeted attacks by armed groups, intercommunal violence, organised crime/banditry, kidnappings, electoral violence); impact on the population (including data of security incidents and major illustrative examples, fatalities, road security and infrastructure damage; displacement, movement and return); state ability to secure law and order. The report will provide individual state chapters, and organise the state-level information by geo-political region:
