The first step in the analysis of IPA is to identify a particular part of the country with regard to which the criteria of Article 8 QD/QR would be examined in the individual case.
The example of Port Sudan has been selected as a potential IPA location due to its relative stability compared to other conflict-affected areas. This is without prejudice to the possibility to apply IPA to other places in Sudan, provided that all criteria described hereunder are met.
