Displacements, Evictions, Prison Conditions, and Access to IDs
The report provides an overview of displacement dynamics in the city, including the distribution, composition, and management of IDP camps, as well as about living conditions and access to basic rights within the camps. It also examines evictions in Mogadishu, covering the legal and policy framework, its implementation in practice, recent trends, and the impact on civilians. In addition, the report analyses prison conditions and the treatment of detainees, including the legal framework, detention facilities in Mogadishu, and issues related to marginalisation and vulnerability, particularly affecting IDPs. Finally, it addresses the recently adopted measures regulating the issuance of NIRA ID cards, their relevance for access to services, and their implications for the displaced population.
