The Site Assessment Tool application (SAT app) is a technical solution that provides EU+ Member States with a user-friendly tool to support rapid site and/or building assessment to potentially host asylum applicants. The tool provides a list of criteria to asses a site and/or a building including all the infrastructural components and access to services to become a reception facility. It provides insights into the overall quality of sites and buildings and enabling the generation of individual and comparative reports. There is also the possibility to add evaluation and/or recommendation for the identified site and building.
Within the framework of the established “Modular Approach of Reception”, the Reception Team has developed a set of different tools to support national authorities of EU+ Member States in better dealing with the infrastructural components of reception.
For this purpose, a Working Group on “Hardware” was created, with experts working on site design and infrastructure issues within reception, composed of architects, engineers, site planners from EU+ Member States.
This new electronic tool available herein includes a user-friendly design and extended reporting functionality including the possibility to combine assessments, attach supporting media, and generate reports.

- The SAT app is a browser-based application and works on any device that can run a supported browser. The minimum requirements of supported browsers are:
- Google Chrome 40
- Microsoft Edge 17
- Internet connection is required when using the SAT app. An offline version of the SAT app is foreseen but it is not available at this moment.
- The assessments you conduct through the app are stored in a format that can only be viewed and modified through this app. It is also possible to generate a report of the assessment forms to PDF for printing and sharing.
- To save assessments created through the SAT app in a desired folder on your device or local network or to rename the files, it is necessary to adjust the settings of the browser. Guidance in this regard can be found in the user manual section 'Browser Settings'.
- The application is currently only available in English, other languages will be available in future updates.
